As I remember it (and my copy appears to be at my parents so I can't consult it), it said Heaven claimed responsibility for Edinburgh, Hell for Glasgow, and both sides claimed Milton Keynes as a success of theirs.

Though that doesn't of course remove the validity of your point from the rest of the novel.
