"Creeping Talebanisation"

Who came up with this term? I heard it once on the news, months ago, and it's stuck in my mind. (Google's not much help, not at the ten second overview level, not least because you have to check all four out of "Tal[ei]bani[sz]ation"...) It's a eerily evocative phrase, especially when you consider it doesn't just have to refer to Islamic fundamentalist tendencies...
