The glass ceramic type of electric stove heats up and cools down pretty quickly, so that might be a good alternative to consider. I've found them functionally much closer to cooking with gas than conventional electric stoves, much less the old metal spiral ones.
If you don't intend to stay in the flat for long, go second-hand. Just have a look at the shop first. (There's one close to here that leaves all their electrical goods out in the open, come rain or shine. Somehow I'm not inclined to recommend them.)
